    Monitoring Climate Finance in Developing Countries: Challenges and Next Steps

    At the 18th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), the parties agreed to a standard format for developed countries to follow when reporting on the climate finance they provide to developing countries. Developed countries will use these formats for the first time when they submit their Biennial Reports to the UNFCCC in early 2014. Later in 2014, developing countries are expected to submit Biennial Update Reports showing the financial support that they have received. From initial attempts to measure and report climate finance by developed and developing countries, it is already apparent that information on finance provided is unlikely to match information on finance received.Aside from the reporting requirements of the UNFCCC, better financial data can help decision makers in developing countries identify gaps, improve coordination and management, and raise funds to mitigate and adapt to climate change. Better climate finance information can also enable countries to draw lessons from the use of different financial instruments and develop strategies and policies that aim to expand finance for climate change. Improved data will allow the information reported by developed countries to be cross-checked, thus promoting transparency, completeness, and accuracy. Finally, it can contribute to a more comprehensive picture of climate financial flows in relation to development assistance at the national and international levels. This working paper reports on three workshops in Asia, Africa, and Latin America, in which participants discussed some of the steps that developing countries and their international partners can take toward monitoring and tracking climate finance more effectively. More than 40 representatives from 20 developing countries, regional development banks, and national organizations attended the three workshops. Participants shared information on the limits of existing legislation and mandates, national planning and approval processes, financial management systems, efforts to coordinate among ministries and development partners, and many other unique challenges faced by the participating countries.     An Abstract Formal Basis for Digital Crowds

    Crowdsourcing, together with its related approaches, has become very popular in recent years. All crowdsourcing processes involve the participation of a digital crowd, a large number of people that access a single Internet platform or shared service. In this paper we explore the possibility of applying formal methods, typically used for the verification of software and hardware systems, in analysing the behaviour of a digital crowd. More precisely, we provide a formal description language for specifying digital crowds. We represent digital crowds in which the agents do not directly communicate with each other. We further show how this specification can provide the basis for sophisticated formal methods, in particular formal verification.Comment: 32 pages, 4 figure

    A Matter of Material:Exploring the Value of the Museum of Design in Plastics

    This thesis, A Matter of Material: Exploring the Value of the Museum of Design in Plastics (MoDiP), sets out to understand how a museum focusing on a single material family can contribute to the societal and museological comprehension of design in plastics. It looks at how museums communicate a group of materials that audiences believe they know and understand, yet that knowledge and understanding may not be the whole story. It explores why it might seem strange that a museum dedicated to plastics even exists, by looking at what museums are, what they have been traditionally, and what they can become. The contribution to knowledge that this research demonstrates is in the previously unwritten history and close study of MoDiP which is an, as yet, under researched resource. My role as Curator of MoDiP has provided an empirical knowledge and expertise that grounds this contribution in my professional practice. This has enabled an opening of a knowledge embedded in the role of a museum of a contested and devalued material, illuminating the problem of plastics in museums. The study inserts plastics, and the specific collection of them by MoDiP, into the relational museological theory to discover the value of the museum’s practice where complexity is added to the debate about plastics in the current climate. The particular interest of the triangular relationships between audiences, museums, and plastics is demonstrated using new diagrams, a tradition of museum studies especially used by Susan Pearce. The six original diagrams within the thesis are used to illustrate new ideas and concepts. This research uses the tools of case study as a methodology to make a close study of the functions and collections of MoDiP, and in contrast the Pinto Collection of wooden objects at Birmingham Museums Trust. These tools include interviewing employees, studying documents, and observing practices, and sit alongside the curatorial practices of collections and object research, audience sampling through surveys and social media, as well as visiting other museums and exhibitions and reflecting on such experiences. By using these methods, this work investigates the material qualities of plastics, alongside other materials, and looks at why the placement of some materials within the museum setting might be difficult to comprehend and how, by being the sole focus of the museum, materials can be more deeply explored

    Student attitudes to plagiarism and collusion within computer science

    There is a widespread perception among staff in Computer Science that plagiarism is a major problem particularly in the form of collusion in programming exercises. While departments often make use of electronic detection measures, the time consumed prosecuting plagiarism offences remains a problem. As a result departments continue to seek ways to reduce the amount of plagiarism and collusion that occurs. This paper reports the findings of a questionnaire based study which attempted to assess the students' attitudes to the issues involved in the hope that such an understanding might result in practical measures for minimizing the problem. The study revealed that while students did understand the definition of plagiarism in its most extreme cases they were often confused about less clear-cut situations. Changes in the previous experience of incoming students meeting modules originally designed on the assumption that students already had some programming background and were equipped for self-directed study would also appear to be a contributory factor in the extent of collusion in programming exercises

    Towards Verifiably Ethical Robot Behaviour

    Ensuring that autonomous systems work ethically is both complex and difficult. However, the idea of having an additional `governor' that assesses options the system has, and prunes them to select the most ethical choices is well understood. Recent work has produced such a governor consisting of a `consequence engine' that assesses the likely future outcomes of actions then applies a Safety/Ethical logic to select actions. Although this is appealing, it is impossible to be certain that the most ethical options are actually taken.     Predicting the metabolic energy costs of bipedalism using evolutionary robotics

    To understand the evolution of bipedalism among the homnoids in an ecological context we need to be able to estimate theenerrgetic cost of locomotion in fossil forms. Ideally such an estimate would be based entirely on morphology since, except for the rare instances where footprints are preserved, this is hte only primary source of evidence available. In this paper we use evolutionary robotics techniques (genetic algoritms, pattern generators and mechanical modeling) to produce a biomimentic simulation of bipedalism based on human body dimensions. The mechnaical simulation is a seven-segment, two-dimensional model with motive force provided by tension generators representing the major muscle groups acting around the lower-limb joints. Metabolic energy costs are calculated from the muscel model, and bipedal gait is generated using a finite-state pattern generator whose parameters are produced using a genetic algorithm with locomotor economy (maximum distance for a fixed energy cost) as the fitness criterion. The model is validated by comparing the values it generates with those for modern humans. The result (maximum efficiency of 200 J m-1) is within 15% of the experimentally derived value, which is very encouraging and suggests that this is a useful analytic technique for investigating the locomotor behaviour of fossil forms. Initial work suggests that in the future this technique could be used to estimate other locomotor parameters such as top speed. In addition, the animations produced by this technique are qualitatively very convincing, which suggests that this may also be a useful technique for visualizing bipedal locomotion

    Practical Challenges in Explicit Ethical Machine Reasoning

    We examine implemented systems for ethical machine reasoning with a view to identifying the practical challenges (as opposed to philosophical challenges) posed by the area. We identify a need for complex ethical machine reasoning not only to be multi-objective, proactive, and scrutable but that it must draw on heterogeneous evidential reasoning. We also argue that, in many cases, it needs to operate in real time and be verifiable. We propose a general architecture involving a declarative ethical arbiter which draws upon multiple evidential reasoners each responsible for a particular ethical feature of the system's environment. We claim that this architecture enables some separation of concerns among the practical challenges that ethical machine reasoning poses

    Agent Based Approaches to Engineering Autonomous Space Software

    Current approaches to the engineering of space software such as satellite control systems are based around the development of feedback controllers using packages such as MatLab's Simulink toolbox. These provide powerful tools for engineering real time systems that adapt to changes in the environment but are limited when the controller itself needs to be adapted. We are investigating ways in which ideas from temporal logics and agent programming can be integrated with the use of such control systems to provide a more powerful layer of autonomous decision making.
